In Janesville A glimmer of hope came with Monday’s announcement that the city’s GM plant was one of three being considered to start back up. Today 23News talk to an auto expert to see just how strong that possibility is.

Wards Auto News Editorial Director Dave Zoia says it’s almost a certainty that either the Janesville Plant, Orion Michigan Plant or Spring Hill Tennessee plant will restart because GM promised the UAW as part of it’s agreement that they would build a new small vehicle in the U.S. Zoia believes factors GM will use to pick the plant are the quality of the facility and the workforce as well as incentives offered up from the state, and city and region where the plant is located. Zoia says it’s too early to really figure out who has the upper hand but this is how he would handicap the choice.

"I would put the Tennessee plant and maybe Orion as the favorites in that sense that they’re much more modern plants. They’re also used to building unibody vehicles, whereas in Janesville you had the trucks. But there are so many factors that could be going into this that just to be on this short list of three plants is a pretty good place to be in the current environment," said Zoia.

Zoia says that the decision should come relatively soon since GM has targeted production of this new small model by sometime in 2011.
